
The mayor of Nicoya, Carlos Armando Martínez, stated that the administration requested reports from the Construction and Urban Planning departments regarding the construction permits granted for the development of five houses that are part of the Epic Nosara real estate project. He provided these details on the night of Tuesday, April 1, during the Nicoya Municipal Council session.
On Saturday, March 31, The Voice of Guanacaste revealed that the Municipality of Nicoya approved construction permits for the company Pacific Trust and Escrow Services Limited between April 9, 2024, and May 8, 2024, despite the fact that the project does not have water availability from the Asada of Playas de Nosara or the Water Administration of the Ministry of Environment and Energy (Minae).
Following the report, on Sunday, March 31, the local government published a statement from the mayor, in which he promised to act “quickly and rigorously” to determine the internal processes that led to the granting of the permits.
During the council session, Martínez stated that he had requested detailed reports from the departments of Construction Control and Public Works, Urban Planning, and those responsible for approving land use and plan endorsements.
“The goal is to have this information so that these documents can be analyzed, and the respective actions will be taken. The actions of the officials involved will be reviewed,” said Martínez.
Additionally, the mayor mentioned that he ordered an inspection at the Epic Nosara construction site to analyze the works on the five properties for which the municipality granted permits.
We will not tolerate any irregularities, and we will act in accordance with the law,” Martínez promised at the conclusion of his speech.
When the mayor finished his remarks, no members of the municipal council—whether councilors or trustees—addressed the irregularities surrounding the construction of the Epic Nosara project or the actions announced by Martínez.
At the closing of this note, The Voice has not received responses from Epic Nosara’s developer, Steven Ferris, nor from the municipality’s construction department. Since Thursday, March 27, we have asked them how they justify granting the permits without the project managers presenting proof of water availability for the construction of Epic Nosara.
