One of the main challenges facing local governments is to provide public services in accordance with the needs of increasingly digitized citizens.

This is explained in the 2020 report “Experiences in digitization processes in Costa Rican municipalities,” from the Information and Knowledge Society Institutional Program (PROSIC forthe Spanish acronym). The same report specifies that in 2017, 82% of Costa Ricans owned smartphones, according to data from the Ministry of Science, Innovation, Technology and Telecommunications (MICITT).

That’s why adopting new information and communication technologies (ICT) is a central element in the modernization processes of government management. Through ICT, municipal governments can improve their services, increase citizen participation, make their work transparent, make internal management more efficient and, in this way, solve complex problems in an easy and timely manner.
